Private Hire Fleet Insurance

one policy for a fleet of pre-booked cars, whoever is driving them this week

Private hire fleet insurance is a single UK motor policy for an operator or owner running two or more pre-booked private hire vehicles. It covers hire and reward use, passengers and third parties on every car, with one schedule, one renewal date and driving terms that suit changing drivers.

  • Pre-booked work only
  • Rented and employed drivers
  • One schedule, one renewal
  • FCA authorised and regulated

Quick answerPrivate hire fleet insurance is one motor policy covering several private hire vehicles run by the same operator or owner. The cars carry passengers who have booked in advance, by phone, app or account, and cannot be hailed in the street. The policy gives hire and reward cover, passenger liability and the cover level chosen on each car. Because drivers often rent the cars or come and go, the driving terms and driver turnover matter as much as the vehicles. Tell us what you run, and specialist UK brokers can come back with quotes.

The basics

What Is Private Hire Fleet Insurance?

Hire and reward motor cover for several private hire vehicles on one policy. The fleet owner holds it, and each licensed driver is covered under the driving terms it sets.

Every car on one schedule

Add and remove vehicles as drivers change.

Changing drivers covered

Named, any licensed driver or a mix.

Pre-booked hire and reward

Phone, app and account work.

Passenger liability

Injury to the people you carry.

A fleet claims record

Built up across the cars.

One renewal

One date to compare and manage.

How it works

How Do You Move Several Private Hire Cars Onto One Policy?

You list the cars, agree driving terms that match how drivers use them, and the fleet is priced on its vehicles, drivers, work and claims history.

  1. You list the cars

Make, model, registration and licence for each.

  2. You explain the driving

Rented by the week, employed, or owner-driven.

  3. You describe the work

App, phone, account or contract bookings.

  4. Brokers price the fleet

One premium, one renewal, cars added mid-term.

What it covers

What Does Private Hire Fleet Insurance Cover?

Each car gets the cover level you choose, from third party to comprehensive, always with hire and reward use for pre-booked passengers. Downtime and liability cover can be added.

Exclusions

What Can Leave a Private Hire Car Uninsured on the Fleet?

Picking up unbooked passengers, drivers outside the terms and lapsed licences are the usual gaps, alongside the standard motor exclusions.

Unbooked pick-ups

Accepting a street hail.

Drivers outside the terms

Too young, unlicensed or unnamed.

Lapsed licences

Vehicle, driver or operator.

Keys left in the car

Theft without forced entry.

Undeclared platforms

App work the insurer was not told about.

Undeclared modifications

Changes the insurer was not told about.

How the fleet is run

Which Ways of Running a Private Hire Fleet Can Be Insured?

Insurers ask how the cars reach drivers and where the bookings come from. Each set-up changes the driving terms the policy needs.

Cars rented to drivers

Weekly rental to self-employed drivers.

Employed drivers

Staff driving company cars.

App-based work

Bookings through ride-hailing apps.

Account and corporate work

Regular business clients.

Contract work

School, hospital and council runs.

Mixed licences

Private hire and hackney together.

App work only? See our Uber insurance page. Hackney and private hire together? See our mixed fleet insurance page.

Who it suits

Which Operators Can Get Private Hire Fleet Cover?

Anyone running two or more licensed private hire vehicles, from a small minicab firm to a larger rental business. The thresholds vary by insurer, and a new fleet can still be quoted.

Licensed operators

Booking offices with their own cars.

Car rental firms

Renting licensed cars to drivers.

Minicab firms

Local offices with a few cars.

Family fleets

Cars shared between relatives.

Executive car services

Chauffeur-style pre-booked work.

New fleets

No fleet history yet.

Renting or employing

Renting Cars to Drivers or Employing Them: What Changes?

Who the drivers are. Renting cars to self-employed drivers means more turnover and wider driving terms; employing drivers brings employers’ liability and usually steadier records.

Cost

How Is a Private Hire Fleet Priced?

There is no typical price. The number and value of cars, who drives them and how often drivers change, the kind of bookings, where the cars sleep and the claims history decide it. We do not print average premiums.

Why driver turnover matters

A car that sees several renters in a year carries more unknowns than one driven by the same person throughout.

Why the booking mix matters

Late-night app work, airport runs and daytime account work produce different journeys and different risks.

Driver checks

Which Driver Checks Keep a Rental Fleet Insurable?

When drivers change often, the checks you run before handing over keys are what keep cover valid. Four matter most.

  1. Check the licences

Driving licence and private hire badge, both in date.

  2. Check the record

Convictions and claims against the policy terms.

  3. Record who has which car

Dates, mileage and condition at handover.

  4. Tell the insurer about changes

New drivers or cars before they start work.

Quote checklist

What Should Be Ready Before a Private Hire Fleet Quote?

Six things shape the quote: the cars, the licences, the drivers, how they use the cars, where the cars are kept and the claims history.

The cars

Make, model, registration and value.

The licences

Operator and vehicle licences.

The drivers

Ages, badges and any convictions.

How cars are used

Rental terms or shift patterns.

Overnight storage

Where the cars are kept.

Claims history

Fleet and individual experience.

Comparing

What Separates One Private Hire Fleet Quote From Another?

The driving terms for new drivers, the excess and downtime cover. A low price with tight driver rules can leave cars parked.

Driving terms

  • Named or any driver
  • Minimum age and licence years
  • Rules for new renters

The excess

  • Per-claim excess
  • Young driver excess
  • Windscreen excess

Downtime

  • Replacement vehicle
  • Repair times
  • Hire limits

Fleet terms

  • Adding cars mid-term
  • Claims experience letters
  • Payment options

Check the rules for a new renter. Some policies need each driver approved before they drive. See our excess guide for how claims costs add up.

Cutting costs

How Can an Operator Bring the Fleet Premium Down?

Driver vetting, telematics, security and a clean fleet record are the levers. We publish no savings figures.

Vet every driver

Experience and clean records help.

Use telematics

See how each car is driven.

Secure overnight parking

Off-street where possible.

Protect the fleet record

Small claims add up.

Choose the excess deliberately

Only at a level the business could pay.

Keep licences in date

Lapsed licences can void cover.

FAQs

Private Hire Fleet Insurance FAQs

Answers on cover, cost, eligibility, renting to drivers, licences, apps and the fleet claims record.

What is private hire fleet insurance?

A single motor policy covering two or more private hire vehicles run by the same operator or owner. It gives hire and reward cover for pre-booked passengers, passenger liability and the cover level you choose on each car.

Who can get private hire fleet insurance?

Licensed operators, car rental firms and owners running two or more private hire vehicles. Each insurer sets its own minimum, and a new fleet without history can still be quoted.

What does private hire fleet insurance cover?

Third-party injury and damage, passenger liability and, at higher levels, fire, theft and damage to your own cars. Replacement vehicles, public liability and breakdown can be added.

How much does private hire fleet insurance cost?

There is no typical price. The number and value of cars, the drivers and how often they change, the bookings, where the cars are kept and the claims history all play a part. We do not print average premiums.

How many cars make a fleet?

It depends on the insurer. Some start a fleet policy at two vehicles, others at three or more. Below that, single policies for each car are usually the route.

What is the difference between private hire and public hire?

A private hire vehicle must be pre-booked and cannot be hailed or use ranks. A hackney carriage can. See our public hire insurance and public hire fleet insurance pages.

Can I rent my cars to self-employed drivers?

Yes, many fleets work this way. The policy needs driving terms that cover renters, and the insurer will want to know how you check each driver before they take a car.

Do drivers need their own private hire badge?

Yes. Every driver carrying passengers for hire needs a private hire driver licence from the council, and the insurer will only cover drivers who hold one and meet its terms.

Does the operator need a licence too?

Yes. A business taking private hire bookings needs an operator licence, and each car needs a vehicle licence. The insurer may ask for all three.

Can app-based work go on the policy?

Usually, yes, as long as every platform is declared. Some insurers ask which apps your drivers use and how much of the work comes through them. See our Uber insurance page.

Can one policy cover private hire and hackney vehicles?

Often. Some insurers write mixed taxi fleets on one schedule if each vehicle’s licence is declared, which keeps the whole fleet on one renewal date. See our mixed fleet insurance page.

Can drivers with convictions be covered?

Sometimes. Each conviction is declared and the insurer decides, often with an extra excess or by approving the driver individually. Serious convictions can rule a driver out.

Is a fleet no claims bonus different from a personal one?

Yes. A fleet builds its own claims experience as a whole rather than each driver carrying a bonus. See our fleet no claims bonus guide.

Can I add a car partway through the year?

Usually, yes. A new vehicle is added from the date you tell the insurer, with an adjusted premium for the rest of the term. Tell them before the car goes to work.

Who pays when a rented car is off the road?

Usually the operator, because the rental income stops. Replacement vehicle cover keeps a car earning while repairs are done, so it is worth pricing on a rental fleet.

Do I need employers’ liability?

If you employ drivers or office staff, usually yes. If drivers genuinely rent the cars as self-employed, the position differs, so confirm which arrangement you have. See our employers’ liability insurance page.

Does telematics help a private hire fleet?

Often. On a rental fleet it is one of the few ways to see how another person is treating your car, and some insurers offer better terms for fleets that use it.

How is this different from business fleet insurance?

Business fleet insurance covers vehicles a company uses for its own work. A private hire fleet carries fare-paying passengers, so it needs hire and reward cover. See our business fleet insurance page.

What if I run a small firm with just a few cars?

A few cars can still go on a fleet policy, or on a mini fleet arrangement with some insurers. See our small business fleet insurance and mini fleet insurance pages.

How do I compare private hire fleet quotes?

Look past the price to the rules for new drivers, the excess on each claim, replacement vehicle cover, how mid-term changes are charged and whether claims experience letters are provided.
